The Safe Harbor Housing Program encourages landlords and tenants to resolve nonpayment disputes outside the court-based eviction process. The program makes financial assistance and free legal services available to income-eligible renters who are behind in rent because of the COVID-19 emergency, despite good faith efforts to pay. Households that cannot negotiate an agreement to preserve their current tenancy may receive funds to relocate to a unit they can better afford.

Funds may be used to pay:

Back rent accumulated on or after March 1, 2020;
Rental account late fees;
Rental assistance for the month ahead; and
Reasonable relocation expenses.

Program funds are paid directly to the landlord or other relevant third party.

Intake Process:

Apply online for landlord application (will need tenant information to complete application and tenant application). 2-1-1 staff is available to assist with completing applications.

RI resident for at least a year.
Loss of income due to COVID-19 and unable to pay rent as a result.
Currently below 200% of the federal poverty level or below prior to March 9, 2020.
