Description:

The RI Department of Human Services (DHS) is an organization that delivers critical safety net and supportive services to individuals and families in Rhode Island. Rhode Island Works Program(RIW), Medical Assistance(MA), Long Care Services and Supports(LTSS), General Public Assistance(GPA), Supplemental Nutrition Assistance Program(SNAP), Child Care Assistance Program(CCAP), and Rehabilitation Services(ORS).

Burial/Cremation Expense Assistance [Show Definition Details]
Description
Offered through General Public Assistance (GPA) program Many funeral directors can contact GPA for the family upon death of a loved one. Client must prove NEED. GPA will contribute: - Adult Funeral $900 - Stillborn $25 - Cremation $150 - Burial Plot $150 (Providence residents are NOT eligible as North Land Ground provides free land for city residents). - Open/close grave $175 - Cement liner $125 - Stillborn $40 Decease must have no assets (bank, pna, insurance in deceased's name are subtracted). Income of legally liable relative (spouse or parent of minor) is counted. VA death benefits and SS death benefits are NOT counted. Funeral may be upgraded to $1600 max - this is funeral home only not to exceed $2500. Will pay for undocumented persons. Must apply for DHS2 in person if decease is not active in system. Application must be made within 30 days from date of death. Bills and death certificate must be received before bills can be paid. The decedent must have had a monthly income below $327 and resources valued at less than $400. Life insurance policies and payments of families and friends, will also contribute to the eligibility or amount of financial assistance available to the applicant. Applications are accepted within thirty days of the date of death.

Child Care Expense Assistance [Show Definition Details]
Description
The Child Care Assistance Program can subsidize the cost of child care for families that are residents of Rhode Island. CCAP is available for children who are US citizens or legal residents and under age 13. The age can be extended to 18 if the child has special needs. Low income families who meet income guidelines and are working a minimum of 20 hours per week at or above Rhode Island's minimum wage. Families participating in training, apprenticeship, internship, on-the-job training, work experience, work immersion sponsored by the Governorâs Workforce Board, who need child care in order to take part in these job readiness/training opportunities.

Disaster Food Stamps [Show Definition Details]

The Governor announced the Pandemic-EBT (P-EBT) benefits on Monday, 4.20.2020.
Description
P-EBT is currently issued monthly to households with school age children who receive free and reduced-price meals at school through the National School Lunch Program (NSLP), but whose school has been closed or has reduced hours for at least 5 consecutive days in the current school year due to the COVID19 pandemic. Eligibility for this benefit is based on the operating status of the schools in the area of the childâs residence. Since all schools in Rhode Island have been open at least partially since October 1, 2020, all eligible children under age 6 will receive a standard monthly benefit based on 11 days per month of eligibility.

Long Term Case/Care Management [Show Definition Details]
Description
Long Term Services and Supports (LTSS) serves people who have disabilities or chronic care needs in the setting ideal for them and their families. Services may be episodic or on-going. Services may be provided in a person's home, the community (for example, shared living or assisted living), or institutional settings (for example, intermediate care facilities, hospitals, or nursing homes) to optimize their health and retain their independence. If you meet the clinical and financial criteria for Medicaid-funded long term care, your care will be delivered through one of the following options: Managed long term care: "Rhody Health Options,â PACE or "Connect Care Choice Community Partners." Fee-for-service: You can get your LTSS through a fee-for-service system. Under this system, you may choose the agency or provider who delivers the service(s). Self-direction: You and/or your family can purchase home and community-based services on your own through a self-direction service delivery system. Under this option, you will receive help to develop a budget for the services in your authorized plan of care. You will then be connected to an agency â a "fiscal intermediary" â that will help you pay for your needed services. Individuals must meet both the financial and clinical level of care requirements in order to qualify for Medicaid & LTSS.

Medicaid [Show Definition Details]
Description
DHS determines the eligibility for multiple healthcare coverage options through the publicly funded state Medicaid program. Those options include Affordable Care Coverage, Katie Beckett, Medicaid for Elders and Adults with Disabilities (EAD) and Sherlock, which is Medicaid for working people with disabilities. Medicare Savings Programs [Show Definition Details]
Description
If you have Medicare, the Medicare Premium Payment Program may be able to pay for some of the costs (for example, premiums, co-payments, or deductibles.) There are three (3) categories depending on a person's income and resources. See below for more information. Qualified Medicare Beneficiary (QMB) People age 65 and older and adults with disabilities may qualify if their income is less than 100% of the Federal Poverty Level (FPL) and if their resources, such as savings, are less than $7,970 for a person or $11,960 for a married couple. If eligible, Medicaid will pay for Medicare Part A and B. Specified Low-income Medicare Beneficiary Program(SLMB) People 65 and older and adults with disabilities may qualify if their income is between 100% and 120% of the FPL and if their resources, such as savings, are less than $7,970 for a person and $11,960 for a married couple. If eligible, Medicaid will pay for Medicare Part B. Qualified Individual (QI) People 65 and older and adults with disabilities may qualify if their income is between 120% and 135% of the FPL and if their resources are less than $7,970 for an individual and $11,960 for a married couple. If eligible, Medicaid will pay the Medicare Part B premium. Funds for this program are limited and eligibility is on a first come, first serve basis.

State Medicaid Waiver Programs [Show Definition Details]
Description
Medicaid program offered by the state that have been authorized by the Secretary of the U.S. Department of Health and Human Services (HHS) to waive certain Medicaid statutory requirements giving them more flexibility in Medicaid program operation. Included are home and community care based (HCBC) waiver programs operated under Section 1915(c) of the Social Security Act that allow long-term care services to be delivered in community settings; managed care/freedom of choice waiver programs operated under Section 1915(b) of the Social Security Act which allow states to implement managed care delivery systems or otherwise limit individuals' choice of provider under Medicaid; and research and demonstration project waiver programs operated under Section 1115 of the Social Security Act to projects that test policy innovations likely to further the objectives of the Medicaid program. Each of the states has developed waivers to meet their needs; and while every state's waiver programs have their own unique characteristics, there may also be common threads.

Description
RI Works is a financial and employment assistance program for parents and families with little to no income who have children high school age or younger. It gives individualized and family supportive services, job readiness, preparation and placement, employment or vocational training and retention services. Recipients can also receive child care, transportation and educational services towards the goal of improved long-term stabilization. Kinship guardians (i.e. a grandparent raising their grandchildren) can also apply for RI Works to support the children that they are legally responsible for.

Training and Employment Programs [Show Definition Details]
Description
RI Works Program the overall goal of RIW Program is to encourage families to work and become self-sufficient. Parents who work may still qualify for cash assistance and other help, including health care coverage, child care subsidies, and SNAP benefits (food assistance). DHS social caseworkers work with parents to develop an employment plan that outlines activities they must do to improve their success in the job market. Most parents will first be required to search for employment. Single parents must work or prepared for work an average of 20 or 30 hours per week depending on the age of the youngest child. Job training and education may be recommended.
